Regulatory Compliance Engineer

Ensures federal, state, and local regulatory compliance through timely and correct reporting. Continued future compliance by reviewing process elements with engineering and contractors for affects related to air emissions, storm water interference and wastewater treatment. Oversees permit renewals and modifications working in conjunction with consultants and environmental legal specialist. Performs corporate reporting of environmental resource utilization and conservation. Investigates methods to improve environmental performance. Ensures compliance to OSHA's Process Safety Management program for all applicable processes working in conjunction with the Utilities Department.. Schedules internal and third party required audits and reviews.

This position reports to the Vice President of Engineering and works in coordination with the Engineering department and Wastewater.

Qualifications

  • BS in Engineering or Environmental Management is preferred. Relevant work experience in a similar role will be considered.
  • Minimum 5-years managerial experience in process safety management (PSM) or environmental compliance, is preferred.
  • Experience with large ammonia refrigeration systems greater than 10,000 pounds is preferred.
  • Must be capable of multi-tasking and meeting deadlines.
  • Must be flexible with work schedules, task dependent (will require occasional weekend work).
  • Must have the ability to develop and maintain programs and procedures.
  • Must have good written and verbal communication skills for interacting with employees, contractors, and regulatory agencies.
  • Must have the ability to travel unrestricted in the United States.
  • Must have independent and reliable transportation.

Skills

  • Microsoft: Word, Excel, PowerPoint, and functions within Outlook is a must.
  • Experience with AUOTCAD is preferred.
  • Certified Hazardous Materials Manager (CHMM)or Certified Safety Professional (CSP), certifications, a plus.

Responsibilities

  • Oversee 3-year Utilities training program working with the Utilities Supervisor.
  • Maintain compliance with Management of Change (MOC) requirement
  • Monitor and schedule various regulatory compliance programs for PSM
    • Schedule, conduct, and document audits of IPC locations covered by PSM
    • Schedule and conduct Process Hazard Analysis when required or for revalidation.
  • Oversee annual internal Mechanical Integrity inspections.
  • Schedule 5-year external Mechanical Integrity inspection by 3rd party.
  • Perform annual review of SOPs and P&IDs.
  • Update and maintain the Risk Management Plan for ammonia.
  • Schedule annual calibration of various detectors.
  • Work with the Safety department to schedule and conduct training as required.
  • Complete annual TRI reporting
  • Ensure the proper submission of application for permit renewals or modifications.
  • Maintain Company PSM program.
  • Oversee Environmental Programs
    • Title V, Air permit - main plant and MSOP Air Permit - feed mill
      • Compile and submit reports per permit requirements.
      • Maintain enough back-up fuel for boilers.
    • NPDES Permit and Rule 6 - main plant and Rule 6 feed mill
      • Storm Water Pollution Prevention Plan (SWPPP) and Spill Prevention Controls and Countermeasures (SPCC) monthly inspections and annual training
      • Ensure compliance to required reporting per the permits
    • Industrial Wastewater Pretreatment Permit main plant
      • Compile and submit reports per permit requirements.
      • Ensure the proper submission of application for permit renewals or modifications.
    • Work with Wastewater Manager in monitoring system and discharge requirements.
      • Compile and submit reports per permit requirements.
      • Work closely with certified Wastewater Operator.
    • Schedule, conduct, and document audits of IPC locations covered by Industrial Wastewater Discharge Permits.
  • Monitor utilities for use and billing (water, sewer, electric and natural gas).
  • Complete annual environmental reports for parent company.
  • Develop capital projects and develop budgets.
    • Manage projects to ensure successful completion and maintain budgetary compliance.
  • Monitor and control the disposition of various waste streams and recycling.
  • Interact with all departments to assist in solving challenges, as necessary.
  • Complete other tasks as directed.
